Sex Offender Registration Requirements
 Youth will need to register as an adult (law enforcement as opposed to juvenile office) if:
1. he/she is 14 years of age or older, and
2. the offense would be considered a felony under RSMo 566, and
3. the offense is equal to or greater than the federal offense of aggravated sexual abuse (18 U.S.C. Section 2241) which requires the offense include one of the following:
a. By Force or Threat
b. By Other Means
i. Renders another person unconscious
ii. Administers an intoxicant
c. With Children
i. Victim is less than 12
ii. Victim is between the ages of 12 & 16 but the perpetrator is more than 4 years older
d. State of Mind
i. It is not a defense to have not known the victim was less than 12

* Adult registration (RSMo 211.425.1), as dictated above, shall occur within 3 days (not 10 days) while "traditional" juvenile registrations must still occur within 10 days (RSMo 211.425.2). those youth registering as an adult must also semiannually (birth-month and 6 months later) report in person to verify their address and have a photo taken (birth-month only)
* Failure to register as an adult offender is now a Class D Felony Failure to register 3 times requires a minimum 10 years in prison.
* Youth registered as an adult sex offenders have specific restrictions on their Halloween activities (RSMo 589.426)
o Avoid all Halloween-related contact with children
o Remain inside their house from 5p.m. to 10:30p.m.
o Post a sign stating, "No Candy or Treats at this residence"
o Leave residential lighting off during the evening hours after 5p.m.
o Violating these requirements is a Class A Misdemeanor
